Riggs would be, in my opinion, over 10 or 20 rounds, at best a 8 or 9 handicap. No where near a 3 handicap. Not even on his best day. He has too many issues in his swing that relay on 'timing on the day'. And it is technically a very bad swing. Very bad.

Played this course as a kid with my Dad and loved it. Definitely have to get back down there in the coming years. The Par 3 over water/marsh is great as well as the Par4 with second shot over water. Hit a 5 wood as a kid that hit the bulkhead and bounced 3’ from the hole. Lol
