WTF, did you spend any time west of the arch where most of the time the homeless people are? I was homeless in downtown ST Louis MO in early 2016 spent a week in Larry Rice's New Life Evangelical center which was a joke and Larry Rice is a predatory POS IMO. There was a program I believe it was called Windsor Transitional Housing ran by an old army sergeant called Sarge. Saved my life. I believe his name is/was Hence J Forland Jr. This was pre Biddle House which was a work in progress when I was there. Three parts and doesn't scratch the surface? What about South County neighborhood? What about Forest Park?
