Completely depends on the scale of the game. This being Indie means more roles overlap in skillset, even the CEO having input or even driving the creative direction of the project isn't uncommon. Ashes of Creation is AAA, the CEO won't need to give any input. The Creative Directors, Art Directors and Principle Designers work through that.

It's a natural response to that type of situation.
