You actually can drive the Santa truck with unlimited fuel without having him shoot you the entire time. Basically NPC's will stop being aggressive if they're left alone for long enough, so you just have to kill the reindeer drivers, and then leave Santa alone and come back in a minute when he's no longer aggresive
