As a developer this is how I would look at it... to ultimately resolve the issue I would make fortune upgradeable via percentage rather than level. Meaning you can have Fortune 0.6 and or Fortune 4.2 making it a more difficult grind to get higher fortune; also making it more worthwhile in the end. To adjust for the drop rates and such I would completely rewrite and or include within said plugin if possible to simple modify generation and or drop rates per ore. Then when its all finalized boom a completely new reworked Fortune system. Not saying i'm making this; way to busy working on other stuff. This is how I would approach it though.
