Jack, my friends and I play city camo all the time, and we have a way to fix your problem with the icon. 1. Disable Head to Head 2. Go to Settings, Hud and Gameplay (or whatever it says), Turn off Names over Cars, and Map 3. Have fun Tell me if it worked!

Jack to get rid of the pop-up, set a head to head race with one person far away from the city camo area (eg. Ambleside), then fast travel to wherever you're playing (eg. the highway). Because you're in a head to head, it shouldn't show your pop-up. If everyone in the convoy does it, then you won't be able to see each other's pop-ups, and the seeker can't find you based on that :)
