None of that is even necessary, she's an amateur or the laws in Illinois greatly different from the rest of the country. Where I live you serve an eviction notice posted on the door, if they don't move within 5 days you request a hearing to show cause, none of this even requires that the tenant even be at the house, service on the address is good enough to get a writ of possession and to get a judgement for back rent if they don't show up to court.

Illinois is vastly different than the rest of the US and Crook County is worse for landlords. There has to be proper service and the case could take many months to be heard much less decided then months more for a eviction. There are ways around it but have to be done carefully. A month to month lease(rental) is broken and a new lease to someone else could be signed and occupancy started before case is heard.

I would guess to say the village and or the township have been paying the rent up till both of them cracked down on spending and Dolton got investigated. The timing is about the same. We only know what has been in the news. There is probably a lot more we don't know about. Much of the spending can't be accounted for and it is $ millions.
