As an Indian, I'd say this could just be the surface. There's a massive operation underneath. Find that "consultancy" that hired them, jammed them all up in one place & giving them work. (electronics, computers found means Employment scam for tech skilled victims) Go through financial & payroll records of that consultancy. Find how many of those victims documents were forged/faked to get here. Find who sweetened their own pockets, to give that consultancy the projects. You'll find the source of corruption.. it could very well end up being one of your congressmen/woman. The victims are usually folks with dreams to fight their financial battles back home, and get lured here promising jobs & they probably don't understand how bad this gets until they get here. These consultancies even withhold 3-6 months of their pay, so that they keep working in those conditions without leaving. Catching individuals will not help. Nail the consultancies.

I have received countless of staffing agency phone calls and the second I hear that accent I'm like nope. Not happening. My rule is: If you're not working for a company established in a brick and mortar office that I can drive to, I'm not doing any business with you.
