There is no partnership. Police have jurisdiction in a city. Sheriff has jurisdiction of a county, including the city. State has jurisdiction over the state, including the counties and cities. It has always been that way. Investigate all you want.

Ok, by their own admission, 50% of the traffic stops they initiated were unjustified. That was in the numbers they provided in the story. That means 50% of the time they violated someones rights. As a minimum. That doesn’t include stops where an illegal search turned up something. They were brought in to help with illegal street takeovers. They stopped three, didn’t stop a bunch more.
