@MrBishop077 A) because the government counts tax cuts as government spending, and a debt ceiling may prohibit his tax promises B) The debt ceiling is used by both parties as leverage to trade their votes for the unnecessary sweetheart deals and pork that gets added in. Removing that leverage places the focus/votes on the contents of the bill more than on the leverage congress members use to add those extra provisions. While he does intend to cut spending, the tax cuts expire before the end of this next year, and the further this is kicked down the road the less likely he is to be able to deliver fully on those promises. This removes some of the economic/GDP expanding proposals he has placed. Proposals which already have a company pledging 100bn to our economy. GDP growth can be leveraged against the debt as the budget is balanced through decreased spending, and it becomes a double whammy against the outlandish growth we have seen thus far.
