The report I heard last night was that the car changed lanes to close to the tractor trailer flat bed in center lane , the car a Camaro was in left lane, forced that driver to swerve to the right and that rig struck the back of the tanker!

Well it's primarily because it's a federal highway and therefore the federal government's responsibility to ensure that it remains open and operable. The state of course bares some responsibility but not as much as a state route.
