If not, I've heard legal reasoning that Joey himself can be investigated and those covered by pardons can be compelled to testify about Joey's crimes since they can't be charged with them, they can't claim 5A protection, and that those pardoned could be charged with refusing to testify or perjury that occur after the time period of the pardon covers.
