I lived in Northern California for over thirty years. We were in a drought much of the time. The city leaders would not permit watering lawns so everything was brown. Then the city council would have planning meetings talking about the surplus of water, which was required to annex more land into the city limits, which is what the plan was all along, while restricting water usage for its current residents.
