This is probably what arkham city's scale would have been like if rocksteady had more time and none of WB's give them a piece and let them pay for the rest attitude.. there is a definite hint of what the game that would have been in this empty Gotham city.. considering how much of it is so detailed.. I also wonder what a modder with Unreal engine knowledge would be able to do with such a blue print of a city? Arkham city - Gotham edition..

Yan SILVA GALAN Even with what we have in Arkham Knight, there is still the whole Gotham City out there.. Remember all we Got In Arkham Knight was 3 Huge Islands with even Wayne manor out there..

S Conundrum you need to download the free roam mod, look on youtube and you will find it, when you install it, you will have that window

So what they didn't think of making this the map? They made us feel like prisoners by literally throwing us in a prison for the whole game. So much wasted detail because rocksteady was to lazy
