Fran and C.C.'s lives are too different, they would've never met if it wasn't for Maxwell's connection with both of them. The problem here is C.C.'s paranoid infatuation with Maxwell, he is nothing but cordial, professional and never tricked her to think there was even a slight possibility of romance between them. She's the one caught in an illusion that this will happen someday.

Because she is mean to someone as nice as Fran. Fran is somebody with both a beautiful mind, and appearance...that is why she ended up getting Mr. Sheffield, and not Cece. At least Cece did eventually end up with Niles.

CC is often shown to be petty and to have a superior, bossy attitude that flows over into her relationships. Her disdain for Fran shows her true feelings pretty well, and that would more than likely stem out during dating men. Sure, things would be fine for a while until they do something she doesn't agree with or finds pathetic. She needed someone as cut throat, self-deprecating and sarcastic as her that could put her in her place when she's being terrible, which she found in Niles.

I kind of like it if C.C. ended up with Chandler since they’re both from the same class, which was her ideal choice. Val ending up with Fred the pharmacist is good because they’re both content with the simple things. Like Val’s job is just a few blocks away from the bus stop and Fred’s job is near his house. We can leave the rich and middle class fairytale with Max and Fran. Niles could’ve ended up with cousin Sophie or Nanny Mueller.
