$10 billion / year is a pretty reasonable price to pay for a nuclear deterrent, considering the US pays more than that for one aircraft carrier. The French have exactly the right attitude here, one of self-reliance and self-defense. It _is_ the psychology of it, as the conveniently positioned 'man on the street' said. You don't mess with a country with nuclear weapons, and as long as France has it's nuclear weapons, it will command a certain amount of respect in it's diplomatic and military dealings with other countries.

France has 300 warheads ready permanently but do have a stockpile in reserve which can be both dismantle or reactivated. Submarines : 4 SNLE (we used to 6 in the 90's) with 16 missiles with 6 warheads each (they will be soon replaced by missiles with 12 each). The nuclear squadrons of the air force with 1 or 2 ASMP for each bomber. Then The Plateau of Albion missiles have been only partly dismantled, the war heads are preciuously stocked. To finish : Fance had also created few regiments nuke tactical artillery which were able to launch a nuke missile (Pluton), based on a modified MBT AMX 30. Each regiments had 4 batteries of 12 plutons. The Plutons had all been built, their goals was to advance in Germany in a case of a war with USSR and as france was independent, if Soviets were about to threaten french territory, france would have used "tactical" hits to destroy red armies, it's pure theorical ideas in Generals and french leaders head, but they were fully operational. Finally, due to the fact these regiments were based in the North East of France, due to the fact German, Dutch and Belgium governments had shown opposition (most of Pluton would have hit in those countries, the goal was to preserve french border !), France put all those Plutons in reserve BUT easy to put again on the battlefield. France has about 500 to 600 warheads. France policy towards to the nuke deterrence is simple : no appliation of NPT treaty till the 2 giants (Russia and USA) have not been down to the level of France in term of numbers and to remain independent, it's not about to destroy entirely the enemy, it's about to (literally) ripp of one of his arm, to inflict more damages and casualties that the advantage of an invasion of France would bring him. When you see all the Soviets plans, the most anoying nuke force for USSR was not british nor americans, it was the french one. France had known occupation, harsh one and didn't want anymore, Soviets were worried about France and didn't know how they would react in the war, Especially that France if remained ally to NATO, the french army and foreign policy was fully independent, USA had no true impact of french one after 1966 (for example, in the 80's, france refused to US bombers to fly above french territory to inflict damages to Lybia, estimating that the US-Lybia affair was none of her bisness)...

Thats true, no particular country wants to have its own nuclear weapons anymore. It is also true that the danger of a nuclear war relies in the contamination through the air to neighbouring countries and even to a whole hemisphere. Instead it is much more cost-efficient to have nuclear weapons as part of a group of nations for strategic needs. The problem with denuclearization is that all countries do not have the same strategic configurations therefore some are extremely vulnerable to an invasion or to great agression while other are not, because of their geographical configuration, because of the regional situation, political aliances, etc etc etc.. So the most efficient defence in case of a real life threat to a nation is sometimes the use of defensive nuclear weapons to fulfill the strategic vulnerabilities as nuclear weapons ARE a technological development which already happened and thus it is something included in countries capabilities as there is availability to be manufactured and sometimes the only last safetiness for the present or the future is the stockpile of nuclear warheads as the last resource.

In fact, France has more near about 600 warheads... but only 300 immediately active. There are the Missiles of the Plateau d'Albion which were fixed silos of heavy strategical nukes missiles : they have been dismantled but put in reserve, easy to make them operational again. Then you have the tacvtical nuke artillery : the Pluton missiles was a nuke on a base of MBT AMX 30, they have been put in reserve too, there were existing two nuke artillery regiment with 4 companies of 4 batteries each with 4 nukes (then 16X4 by regiment). These nukes can be operational in less than a day. The most important component are 4 SNLE (nuke submarines) with 16 missiles with 6 nuke warheads each, Mirage 2000N and rafale with ASMP missiles, and also many nukes on the Carrier Charles de Gaulle which operate about 30+ Rafales... and some Scalp missiles.
