Not quite. The US Speaker equivalent is the President of the Assemblee Nationale, who only oversees debates and votes, just like the US Speaker. The prime minister in France leads the entire government. The President nominates him/her but does not intervene (at least publicly) in what he/she does. So in this case, we are closer to the US President's equivalent, as he is the one appointing secretaries, who ultimately report to him.

No. The simplest way to describe it is the French system has a dual executive, PM and President split executive powers rather than having a singular chief executive like the US. The PM is more beholden to the parliament while the President is more independent and separately elected. The French President can dissolve parliament and hold new elections, if his party wins majority he essentially appoints the PM and he has full control over the executive branch. If that doesn't happen then the President is forced to appoint a PM from a different party, which is known as cohabitation.
