Because the attack was coordinated and because it targeted infrastructure in many different place then the highest probability is that a state is behind it. Russia and Iran work together. Russia would absolutely love it to be discovered that Muslims were behind the attack because that boosts Le-Pen's prospects in the future presidential election. Le-Pen is a Putin sympathiser, and because of that then the debts on her National Rally party were paid off by Russian proxies a few years ago. Putin's objective is to get the French military under the control of Le-Pen. Notice how Le-Pen got over excited when she thought she might get a majority in the recent election. She said the quiet bit out loud. She wasn't excited by the thought of getting rid of immigrants, she was excited at the thought of taking control of France's nuclear weapons and making sure that the French nuclear deterrent against Russia was eliminated. That is Le-Pen's main purpose, getting people to vote against immigration is just an easy way to win votes.She doesn't really care about immigration, she cares about taking control of France's military. Since Russia and Iran work together, and since Russia acts through proxies when it makes attacks on infrastructure in Europe (this is only one of many, there have been others), then it is quite likely that Russia asked Iran to get some muslim militants to do the attack. Russia would provide their detailed knowledge of French infrastructure and Iran could pass that on to their people on the ground. When they get caught and revealed to be muslims then Putin wins because it boosts Le-Pen's prospects. When something like this happens always ask who benefits. There's no benefit to Muslims if they attack French infrastructure, but there is a big benefit to Putin if it's discovered that Muslims attacked French infrastructure.
