The Brightness actuator is just a little piece of plastic that has to fit over the switch on the inverter board. Someone may have opened it in the past and forgot to line them up. You can also recap the inverter with 2 tiny caps. It can be a quick fix.

I played around a bit and it seems it is a software issue. I can change the brightness in first few moments after the machine starts booting and it stops working during the boot sequence. 🤷‍♂
