The electrician ability gets unlocked during the final quest of chapter 1 (power outage rescue). Wish gathering is the first chapter 2 quest. I don’t remember if we got anything special out of that but it was pretty story heavy so that’s why it might be one of the pre reqs for the event.

You don't really have to pull, personally I'll just wait until it expires and is converted to the standard (not limited) wishing gem!
