useEffect runs side effects depending on dependency array (if there is no dependency then the useEffect runs greentreed 1 single time on mount) Usecallback and usememo are 99% similar they both memorizes function/looping values it's like it runs the code 1 single time and remembers values qnd then freezes that function/loop.(At that state if there is no dependency then even if you try to change the output and try console.loging it EVEN then it will show the 1st output result.) (Main difference between usecallback and usememo => Usecallback memories function Usememo memories value like maping / simply looping)

Yes it is toggling isTodoEditable value between true and false. If value is true it will become false and vice-versa.
