One technicality - this isn't a barge. Barges can't move themselves and are pushed or pulled by tugboats. This is a ship, or more technically a freighter likely loading up at the Sandusky coal dock. Because this ship is Canadian (I couldn't quite make out the name, but the bear logo on the stack means its an Algoma Central ship), the Jones Act prohibits it from unloading this ore at another American dock - so she's sailing to some foreign port, likely a steel mill such as Stelco in Nanticoke or Alogma Steel where I work, as Ontario shut down all their coal power plants 10 years ago so I'm not really sure where else it would be going
