The answer to all your questions about why Toriyama did suss things in the story is because humor and fun were still allowed back then. Not because he was trying to be racist. For example, Syrians have monkey tails, so of course the derogatory way to poke at them is to call them monkeys, and Popo's design is just funny combined teacher of emotionless/thoughtless movement like stoicism and focus thing. which he was at the time of introduction presented to show/teach Goku (black is a noncolor color aka it shows lack of emotion and he is the darkest black to relly push that point). Yes, Frieza is the ''uber racist'' because that's who he is. He is ment to be that irredeemable villain that Goku will try to save or spare and will never stop hiring people regardless. This does not mean the author is racist it's just what suits the character he is portraying. He is bad, racism is bad it goes together. Super Syrian is likely very inspired by super Sonic and not by the Arian race thing. There you go.
