Quebecers use the same rules, but they also have an accent, so their pronunciation is different. But I'm sure that using these rules will enable you to make yourself understood even in a Quebecois environment. On the other hand, to understand what they're saying in conversation, I think you need to practice regularly by watching short subtitled videos at the beginning, and as you go along, make the effort not to read the subtitles, but rather to concentrate on how they pronounce the words. I'm sure you'll get the hang of it. Happy learning!

Very good question. The main reason the letters are not pronounced is that at one time the letters were pronounced. Spelling tends to reflect the language as it was spoken at the time the language was standardized, rather than how it is pronounced today. French spelling has gone through several phases of reform. No language remains unchanged forever, but the spelling of some words goes back nearly 1,000 years.
