Partially an attempt to move the commoners to the Central Valley so the rich can have the coast to themselves
@polishfinnish30663 күн бұрын
It was originally planned to be longer but the difficult parts are the last segments from the Central Valley to San Francisco or Los Angeles. Both require tunnels and acquiring land with structures to be demolished, which costs more than farmland. There are several routes they can take, all with their pro and cons that they are considering. Don’t forget to account for earthquakes in those decisions. The Central Valley is rather easy and straightforward. The thing thats suspicious, is all of that soil for the embankment had to be trucked in from somewhere. Why not build in a single direction using the new rail to get the soil closer to lower the fuel and labor cost. Trump in his first term also clawed back 2.5 billion in grants so that affected the projects scope and timeline. This is equivalent to the Panama Canal or the transcontinental railroad. Instead of distance or volume of soil removal being difficult it’s the cost to acquire the developed land that’s making it difficult.

Done with very cheap labor (think of the Chinese immigrant on the west coast portion). Most of the land was also forcefully taken from people, like several of the Great Plains tribes. CaHSR has been a mess, but it's a product of its time. The government is no longer interested in massive infrastructure projects that will change the face of the nation, like the transcontinental railroad, the highway system, or our massive Colorado River dams.

The construction of I-5 is a failure. CaHSR (California High Speed Rail) plans to rectify their failures by connecting the Central Valley. Eventually, extending to L.A. and S.F. Central Valley Population: 7.2 million. (2020). It goes through the downtowns of: Bakersfield, Fresno, and Merced. Bakersfield Metro Pop.: 909k (2020) Fresno Metro Pop.: 1.16 million (2020) Merced County Pop.: 281k (2020) There are two more stations included in the Initial Operating Segment. They are more out of the way (outskirts) compared to the other three due to local wishes. Kings-Tulare (Kings and Tulare Counties: 625k & 156k). Madera County: 156k. This is not to say that CaHSR is somehow an amazingly executed project. No one is denying that a lot of shitty decisions have been made. There are organizational failures in CaHSR, issues with scope, environmental laws, issues with funding, and issues with experience. They did not understand how to manage much at first. They had no experience to base the entire project off of (after rejecting the assistance of established railroads in Europe that *wanted* to offer CaHSR its experience in building this stuff out. Next, With scope, CaHSR navigated through the labyrinthine maze that is CEQA (California Environmental Quality Act) and NEPA (National Environmental Policy Act). Those policies require CaHSR to show the public the project and its scope in some book that is probably tens of thousands of pages long. They began sometime in 2008, ending mostly in 2022. Basically, despite highways getting all of the exemptions in the world and despite rail being a lot less impactful, they are required to show that they won't do extensive harm to the environment in regards to both nature and surrounding populations within cities. When building, CaHSR is paying for things like the replacement of electrical and water infrastructure to bridges for cars and bridges over other active railroads. With funding, The California State Government (through the vote of Prop 1A in 2008) approved a $9 billion dollar loan for a (then) $33.6 billion dollar project with no real funding after that. Highways are funded through tax revenues that they get from Caltrans. CaHSR gets nothing. Their construction timeline and cost are adjusted according to that reality. The longer you wait for something you need, the more expensive that thing will become. Because it doesn't have the money to start construction in Los Angeles or San Francisco, it can only build in the Central Valley. Because of all of that waiting and with more realistic construction costs, that initial $33.6 billion dollar estimate has gone up to $93 billion - $113 billion. Notably, this is still cheaper than the highway alternative to accommodate future traffic despite the project's drastic cost increases. ($153 billion-$199 billion dollars) There's also the issue of experience. CaHSR, alongside with essentially all countries that can speak English, has issues with retaining experience. That meaning, engineers, transit planners, all that sort of stuff needed to build. It is a lot cheaper to pay people who know how to build this sort of stuff $150k+ a year with benefits and a pension compared to a contractor who will ask for tens to hundreds of millions a year. This is why countries like Spain and France run laps around countries like the U.S. and the U.K. regarding building quickly and cheaply, all the while never compromising on quality. This issue is most apparent in HSR but it is present in many other transportation projects as well. Another experience-related issue, We kind of have no idea how to build this shit. 220mph, that is incredibly fast, even for HSR. This is the first time America is building this. If we don't know how something works, it is going to be a rather expensive endeavor in getting those contractors to figure that out for you. This is really something you'd only find in active use in China. European HSR tends to be a tiny bit slower. When Japan first built its rail network, it was seen as an expensive boondoggle at first. As they built the network out, it became cheaper and cheaper and many people saw the convenience, comfort, and savings in traveling by rail. The same goes for France as well alongside every country that had to develop its own HSR rail network. It is a well-meaning transit project that was going to be a clusterfuck at the outset. How much of a clusterfuck it was going to be of course depended on state legislators and planners. This however just as well could've happened anywhere in the country. The demand is there though, telling by how many people fly and drive between L.A. and S.F. It's better to get as much done as possible though with the funding you have than to wait for all the funding to come through because this is one of those transportation projects that just makes sense, just like the highways that criss-cross the nation and the other rail lines in the Northeast.

Every one of us working there were amazed that they had the gall, asking ourselves where our money is, while they still can't give us a proper living wage increase. Crooks.

The cost to pave 1 mile of urban road in California is estimated at $2 to $5 million dollars. The cost for the high speed rail is $200 million per mile. It has been under development for 30 years, and has not completed any segment. The cost estimates have ballooned from $33 billion in 2008 to well over $100 billion as of 2024. I fail to see how economic development at the station locations in cities like Fresno, Madera, Bakersfield,Tulare will have a significant financial gain impact. This project is a boondoggle of epic proportions that will never be completed. California has a $27 billion budget deficit in 2022-23 and a $55 billion deficit in 2024‑25. The feds have not provided funding. Who is going to pay for it.
