Recently passed Prop 36 has one serious loophole. Scum thieves need to have 2 prior convictions to have the prop applied. In many cities, IF even arrested (not likely) then they need to be convicted of stealing over $950 in merchandise. Most of the time, the DAs have lowered if not dropped charges. SF and LA being prime examples. Other counties have tried harder, and that’s where we’ll see results. This is at best a mediocre solution to the rampant crime problem.
