He is singing to the oath, that one can triumph over. Decision may not be of two paths, it radiates a gravity to become movement. When the tides sing, express the energy that one can show uniform poetry in a vision's sake.

This almost sounds like Neo-Kantianism; that there are essential qualities but we don't have direct access to them (I can't remember what he called it) except Nietzsche argues that it is through metaphor and metonymy that we come to know them?

Gregory B. Sadler yes! The Thing-in-itself. If I remember correctly Kant talks about how the mind maps a certain structure on the world through concepts like time, space, etc. It sounds like Nietzsche is saying that, yes, there is a Thing-in-itself, but ultimately its unapproachable to the human intellect. We can only understand and think about things through the process of metaphor and metonymy. I guess epistemology and thinking would be a process of symbol manipulation?

Well, I wouldn't read Nietzsche as a Kantian. It's probably better to focus directly on his own ways of framing matters. In this piece, there aren't even really "essential qualities" - those are already products of the intellect and its activities of dissimulation Keep in mind as well that even for Kant, it's not just a single Thing-in-itself, but rather there are plural Things-in-themselves.

In this essay, Nietzsche is indeed under the spell of Neo-Kantians such as Lange and Schopenhauer which he devoured during the early 1870s. In fact, the only way for this essay to make sense is to read it through the Neo-Kantian view. His epistemology goes through profound changes until we reach the Genealogy where we find Nietzsche the naturalist-depth psychologist who repudiates Schopenhauer and Kant.
