So he was using a phrase, or completed a phrase that was used 20 years earlier, but many people still remembered the 70's, so that is why it was not foreign. Also the reason why it was still remembered because in the 1990's, that was the decade of INFOMERCIALS, and there was a lot of Informercials about music from the 1960's and 1970's, so that is why "get down and boogie" was remembered still, even though it is from 70's.
