Some of these races aren't even evil, like the Sugarians who settled on Cereal in DBS! Frieza & his father also annexed various worlds into the Cold/Frieza Force empire from the various homeworlds of his henchmen (Zarbon was originally the prince of his world before Frieza took over and made him one of his top underlings and everyone knows about Planet Vegeta's Saiyan population)! Heck the anime added a scene where Frieza had his men scan Namek for valuable resources unfortunately the planet was still recovering from the cataclysmic weather that lead Katas to send his son to Earth, so he would have likely spared Namek if it was more valuable like say Earth and he wasn't fighting an SSJ! Still I like that scene as it shows Frieza is a business man which is what inspired his character, unscrupulous land developers in Japan which Toriyama took and simply translated it onto a universe level trade as Frieza Force at its height of power controlled 70% of Universe 7 the remaining 30% being controlled by the GODs (Earth cause it has a Kami, Namek cause the gods let them keep their Dragon Balls made from shaving from one of the Super Dragon Balls with the Grand Elder fulfulling a Kami like role for his people, Yardrat as its invasion ultimately got postponed, Other World as its part of Universe 7's cosmos, & Beerus' planet for obvious reasons)! Frieza Force also introduced advanced technology to various worlds it controls and even acquired tech from parts of his empire like Saibamen from Planet Vegeta as they are battle pawns born from Saiyan biological engineering with said tech later ending up in the hands of their enemies such as Bulma & the Galactic Patrol (Jaco impounded the spaceship Frieza and Sorbet left behind on Earth giving them access to their advanced medical machine tech)! Mortal level is based upon multiple factors population being only one of them, others being overall power level of the general population (the Z Fighters are a relatively small group so their power doesn't really tip the scales all that much as it is not the norm for their universe), civilization level, culture, and how many advanced civilizations its produced under the guidance of the GoDs, Supreme Kais, Kais, and lower deities like Kami, Dende, Korin (who is Earth's God of Martial Art, with his student Roshi being referred to by that title though it is unclear if it is official), and the Kami/God of the Galaxy from Dr. Slump (an old man who sent an angelic Gatchan egg to Earth to keep the world primitive which flies in the face of the god's duties, though thankfully Arale's antics saved Earth with the Gatchans being adopted by the Norimaki family with Arale taking them from the past to the present with her time travel shenanigans (which is probably why Dinosaurs still exist in DB, DBZ, & DBS cause Arale brought some back with her, which also lead to the Earth's moon being created by Arale's reality bending strength)! Basically the mortal level is why Project Zero Mortals was doomed to fail as if the mortal level of every universe is ZERO, then Zeno will just erase the multiverse as Future Zeno demonstrated as he prefers quality over quantity (under performing universes are likely culled cause they would presumably have populations that can't substain themselves and eventually lead to mass extinction events like what happened to Universe 6 Earth before Beerus' wish restored said planet)! Ultimately Zeno & Future Zeno do value life especially in the anime where they predicted the winner would make a selfless wish! Heck Goku ended up on Earth because of Frieza as a result of the Dragon Ball Minus retcons (which DBS Broly simply adapted albeit with the hiccup of BR Bardock vs BR Frieza which contradicts the original Manga Frieza Saga flashback which was the only reason the Bardock Special was considered canon by Toei and the fandom, until Toriyama revealed that wasn't how he would have done it and decided to make his version canon and the film gets a pass as their was no confrontation shown in the Dragon Ball Minus manga so as far as the manga is concerned Bandana Bardock facing Frieza is canon and Toyotarou created an interpretation of how Tora and the others died thus persevering the origin of Bardock's bloodstained bandana that used to be Tora's armband, which I believe is cause Toyotarou is a DB fan who has a better memory for series continuity that he remembers the Super Saiyan from Nekomajin & King Chappa from OG Dragon Ball and created an interpretation where he was Uub's mentor before Goku, so the series is in safe hands)! Bardock sends Kakarot to Earth cause he suspects Frieza's planned Genocide due to the Frieza Force orders for Saiyans to return to Planet Vegeta and Frieza's men asking about SSJ legend (and possibly SSG since Frieza name drops it while talking to Kikono who first appeared in DB Minus before DBS Broly) in a stolen Attack Ball space pod with Kakarot wearing armor! Gine would later inform Raditz via Scouter transmission that Kakarot was on Earth and likely used the Saiyan infiltration baby tactic as a cover story or Raditz just assumed he was sent on an official mission like most low class Saiyan children, Raditz himself being a mid-class cause of his ruthlessness which is why he was assigned to work alongside adults with Prince Vegeta, which is why he acted so high and mighty towards his younger brother, but since his family was low class he was mocked by Elite Vegeta and the strongest Mid-Class Nappa who came from a long line of mid-class Saiyans! Vegeta's refusal to return to planet Vegeta is what saved Raditz & Nappa unfortunately it lead to the misunderstanding that Kakarot was sent to invade Earth resulting in the Saiyan Saga! Additionally the Galactic Patrol sent Jaco to hunt him down as low class Saiyan children are weak enough Jaco could kill one even though he's no match for an adult or elite child Kid Vegeta or Broly who was unofficially classified as elite by the doctors but King Vegeta questioned it and Broly's power fluctuating made them reconsider it! Thankfully Jaco gets distracted by his misadventures on Earth and meets Tights and her family with the child genius Bulma impressing him with her ability to fix his ship and build a powerful ray gun, while Kakarot is found by Grandpa Gohan! Jaco's adventures take place in Jaco the Galactic Patrolman where Gohan and Kakarot interact for the only time in the history of the canon manga as the original manga lacked the scenes in the DBZ anime during Raditz and Roshi's flashbacks (ironically Raditz's matches the DB Minus retcon slightly) which only add a visual interpretation of what they likely thought happened as again they got the information second hand and it's technically filler! Still thus misunderstanding leads to Goku's death, Gohan training under Piccolo and the Attack of the Saiyans by Vegeta & Nappa in search of the Dragon Balls which leads Frieza to invade Namek! Cause of Frieza letting Vegeta, Nappa, & Raditz live (not knowing or caring about Kakarot even when Zarbon brought him up on Namek) which lead to Piccolo succeeding in killing Goku with the Full-Nelson Special Beam Cannon, training Gohan and beginning his redemption arc which leads him to fuse with Nail and learn fusing with Kami will grant him even greater power! Basically Frieza's actions set in motion the dominos that end with his defeat on Namek and death on Earth! That's why Frieza is Dragon Ball's best villain as Dragon Ball Minus, Dragon Ball, Dragon Ball Z, Daima, & Super story exist cause of him! Still Beerus also had a hand as he spared King Vegeta for deceiving him during the farce that was the Pillow Incident and getting caught and Prince Vegeta when he defended his dad, leaving Planet Vegeta's destruction to Frieza! Still Frieza's actions loom large over the series even Cell has his DNA! Frieza also brought us Canon Broly and his second Resurrection led to Cheelai joining the Frieza Force and befriending Broly & Lemo! Seriously the dude has done almost as much good as evil through just being so evil his enemies had to team up on Namek just to survive, yet still sees himself the legitimate ruler of Universe 7 and refutes the idea he is a criminal which is why he refused to get involved with Moro)!
