That would be UP 4014 with it's Hancock 3 chime if we are talking about locomotives that are operable condition, if we are talking about retired and preserved steam locomotives, I think it might be SP 5021 with it's 6 chime

@Average Mexican Railfan (UP 6906) were talking as in stack talk/exhaust, not whistles. Examples would be of course Frisco 1522, Reading 2102, Reading and Northern 425, Western Maryland 734, and a couple more.

I believe that's right, although the 611 sounds hoarse to me in comparison to the 1522.

That's an older model flat-top long-bell three-chime Hancock. 611 has the later step-top Hancock model, which was designed to work with superheated steam rather than "wet" steam as heard here.
