Honestly when you look at the text there is actual romantic evidence when it comes to these two. We’re not making it up. Frodo and Sam’s story parallels that of Beren and Lúthien in SO many ways. 1) Both pairs go on a perilous quest 2) Beren and Frodo are both imprisoned in Sauron’s fortress 3) Lúthien and Sam both sing a song as they locate and rescue their beloved prisoner 4) Beren and Frodo both use the light from a Silmaril to defy a dark monster (Carcharoth and Shelob, respectively) 5) Beren and Frodo both lose an appendage (Beren his hand, Frodo his finger) 6) Both pairs do great, legendary deeds that defeat a Dark Lord. 7) both pairs are rescued by eagles 8) both pairs are tragically separated when Beren and Frodo are both too badly wounded 9) Lúthien and Sam eventually follow their loved one, leading to a reunion 10) while most Elves live forever in Valinor and most hobbits die in the Shire, Lúthien forsakes her people’s fate by becoming mortal to be with Beren, and Sam forsakes his people’s fate by sailing West to be with Frodo. Not only that, but in the unpublished epilogue, Elanor directly compares Sam losing Frodo to Celeborn losing his wife Galadriel. To paraphrase, she basically says “His treasure went away, and it must’ve been very sad for him, and for you too, Dad, because your treasure went too.” She knew.

We can never know for 100% certain what was going through Tolkien’s mind while writing the book. He was writing during a time of rampant homophobia and could never put an explicitly LGBT relationship into his book. But think of what he might’ve seen during the war; some soldiers, even those with girls back home like Sam, who may have discovered or explored other sides of their sexualities during a traumatic time of bonding and need for comfort, who may have fallen in love with other soldiers in the shadows of the trenches, but then had to hide that part of themselves again upon going home. That’s pretty much guaranteed to have happened to at least one of millions of soldiers during that era; LGBT people have always existed, though bigots may deny it. Perhaps Tolkien intended the intimate subtext between Frodo and Sam, and Sam choosing to marry Rosie later on, to reflect this. (I’m not saying Sam didn’t love Rosie; he certainly did. But, like some real soldiers may have done, he might’ve enabled deeper feelings for Frodo to develop when he thought he’d never see home again.)
