In a way, he actually literally is. He is the creator of Gensoukyo, a literal mini pocket dimension (in a way. Can't find right word, so this'll have to do) that many beings live in. Many beings that he made to be there. He is basically the unseen true God of all of Gensoukyo/the series.

Brendan Hurley what?!?!? Touhou is far more popular my friend ;-) btw. it is so not because ZUN is poor but because he purposely rejects all offers of great companies which want to buy touhou. He wants to do everything by himself and I think it´s very good he does so. Otherwise touhou would drastically loose it´s fans... ...touhou count´s on the interpretation of the gamer/viewer and not on "big official distribution" like other games. Therefore there also won´t EVER be an official Anime. P.S. sry if there are some grammatically mistakes, because english is not my motherlanguage >,

In Japan, they don't distinguish between crows and ravens. In Touhou the only difference between ravens and crows is that ravens have red eyes. Plus Okuu did eat/merge with Yatagaresu whom is identified as a crow and therefore could be considered both a crow or raven or both
