Secondly, he may not have openly said that he hated the Uchiha, but his actions suggest otherwise. Isolating a group of people and banishing them to the outskirts of a community is is one of the dumbest thing a leader could do. This would almost certainly breed resentment and feelings of being marginalized. Someone has to be incredibly stupid or racist to do something like that. He and his successors also didn’t allow them to be deeply involved in village politics. Its pretty hard to make say that these things were not inspired by some sort of deep seated grudges or prejudice.
