Thanks to that private citizen for showing police how to immobilize the vehicle-- when it moves, move up; it moves again, immediately move up again. Don't give him even an inch. Most people would not take such a risk, and that's the difference between most people and a hero doing the right thing to stop a bad dangerous man.
