I thought I'd answer your question. I'm a horse owner and my Thoroughbred has similar pads on her shoes. Basically they're called hoof pads and they can be made of leather, plastic, even rubber. They are used for many different reasons, but essentially they are used when a horse has thin soles, and they need more support. Easiest way to describe it, is think of an orthotic put inside your tennis shoe. Some people need them for certain foot conditions, other's need them for support. A horse's sole is like the bottom of your foot, some people have tough feet, some people don't. The Playdo looking stuff ( sole packing material) is used also to give support in conjunction with the hoof pad to help the sole too. Some horses, especially mine who is a retired racehorse, are known for having very difficult hooves to deal with. Hope this answered your question..
