John the proper name of term for the treatment on the track to reduce the water collecting in a river on the run up the hill to the finish line is called "profiling" where they use a machine with a large drum outfitted with "tines" that are loose and have a flailing like action when the drum is rotated at high speed and it does not damage the structural integrity of the asphalt but is able to remove small amounts of the surface leaving lines in the surface. It looks much like the lines you see on concrete freeways and interstates in the US. They are put there to allow better grip when the concrete is wet and work much the same way as grooves in a tire that allow displacement of the water to avoid aquaplaning. Milling of an asphalt surface uses stationary teeth that rotate when they contact the asphalt and is a much different treatment than profiling. Milling is often done in advance of resurfacing for a couple of reasons. One for elevation reasons when applying a new layer of asphalt will impart an unwanted additional height to the surface and the other is to allow a better surface for the new asphalt layer to adhere to or grip to, to prevent slippage and movement between the 2 layers.
