Hare krishna.Patala comes from Pada-tala, not our Pada-tala, but Bhagavan's Pada-tala. As Vamana Avatar, Bhagavan put one step on king Bali's head. And with that, he was sent to a Patala-loka. No problem there because Patala-loka is situated in the region under Bhagavan’s feet.
