Guy read my comment before u listen Article 20 i think he said that in Article 20 about Convicted and Accused person is wrong. Because Accused means the person is accused of a crime, someone thinks they have done the crime. Convict means the person was convicted of the crime in a court of law. ... If a person is accused of a crime, it is yet proven that he/she has committed it.

For example you did a Murder after that you got punished through court verdict and also you pay penalty, so the punishment related to that murder is done, no one either police or court can give again punishment related to that murder .

Article 22 deals with two things. one is Punitive detention and another one is Preventive detention. Punitive Detention - Punitive detention is to punish a person for an offence committed by him after trial and conviction in a court. Preventive Detention - A arrest made on the preventive measure. Its purpose is not to punish a person for a past offense but to prevent him from committing an offense in the near future.
