"Low key" originally refers to musical keys, which is the pitch in which you hit notes while singing or playing music. I hope it's self explanatory how this term can be used as a slang for "quiet/restrained". Music has been around forever and these particular terms are at the very least medieval.

Neither is "low key" It's a reference to "muted" or "in the background" or sometimes "base" as in if you have the key to the side entrance of a brothel, that's cool, but it's still a brothel. Gotta remember, back in the early days "low" meant much more socially. "Low born" "low cunning" it's far more of an insult then than the shady half compliment. And it's a bit of a pun when compared musically; low notes tend to be muted, background, unimportant compared to the higher, louder notes. She's not using modern parlance to diss him, she's saying that looking pretty and dangerous and confident Is cheap theatre compared to what she's asking.
