Which software would one have to use to create stuff like this? I'm assuming you're using resources from the game files originally, but then adding shaders and other things to make the water/lighting/ambiance look drastically different? Can somebody please explain this to me, as a complete know nothing

water and other handmade models are from 3D software. blender, maya, 3ds max , one of those. and effects are prolly made in there too. maybe some are just photoshop , that´s questionable. but you can do all of it in 3D software. if you feel inspired , blender is most begginer-friendly software from all above. and also free. edit: he works in 3ds max btw)
