If hydroxide salts are insoluble then how are they even alkali because for being an alkali they must be able to release HO ions in water and this is only possible when they soluble. Can somebody please make this clear for me?

Not all hydroxide salts are insoluble. Most hydroxide salts are only slightly soluble. Hydroxide salts of Group I elements are soluble. Hydroxide salts of Group II elements (Ca, Sr, and Ba) are slightly soluble. Hydroxide salts of transition metals and Al3+ are insoluble. So for example, Fe(OH)3, Al(OH)3, Co(OH)2 are not soluble (www2.csudh.edu/oliver/chemdata/solrules.htm )
