Locating bends in Fusion 360 is a little more complex than Bend Tech, especially when adding multiple out-of-plane bends to a single tube, but it can be done. I generally stay away from tubes that require out-of-plane bends when I design structures. What I do for bent tubes is first bend the tube to the desired angle. After, I find the node that the outer edges of the tube legs meet at. Then I use that node as a datum to measure off of for the notches at either end of the tube.

being new to fusion, and coming from solidworks, if you change the angles of the pipe, will the flat pattern update to the new angles? I wanted to create a template where i can quickly change angles and just print it.

Yes, any change you make to the 3D model will be applied to the flat pattern. Fusion will tell you that the flat pattern is out of date after you make a change but as soon as you open the flat pattern, it will automatically update.
