Fusion 360_ preferences 'Enable camera pivot' & Set Orbit Center (green dot view rotation point).

I prefer this option over clicking to re-center the Constrained Orbit or Free Orbit rotation point (clicking in the difficult to see circle).

Start by looking at:
Fusion 360, 'Preferences' (in the top right), 'Enable camera pivot'. See if the setting is on or off. Turn it on to see the small green dot.
Then you can right-click to 'Set Orbit Center'. This lets you set the green dot that the view is rotated about.
