Let's discuss a possibility - IPL can be developed like EPL With tier -1 and Tier -2. With Tier -1 playing 10 teams but last 4 teams in tier -2 along with 6 new teams will play in December in tier-2 from where the top 4 will qualify for tier -1. A new tier -2 can be called Indian super League which can include teams from North East ( Assam), Kashmir,Madhya Pradesh, Bihar ,Himachal and Odisha. A huge chunk of Indian 27 states cannot be represented by 10 teams in India. Resulting new talent from these areas ,new revenue and underperforming team in current IPL like Punjab or SRH can focus more to not get demoted.
