Sup steed! Love the future gohan gameplay as he’s my favorite character in the game! Unfortunately his one handed kamehameha mk. II got nerfed in dlc 14-15 I believe (one of the updates just before beast gohan) to where the end of the first beam knocks them back instead of keeping them in the blast (pre patch) but his X-Y to stamina break/heavy is the only consistent way to heavy stamina break! You can use Father Son Kamehameha that way as well

So the best way to land one hand Kamehameha is let the 2nd part activate almost right after the 1st beam starts and the big chunk of damage will hit right when the followup starts. The opponent will be stuck inside the beam if done correctly. I had the same issue as you where the enemy flies out of the followup.

Something I've only recently found out after over seven years: If you do Future Gohan's 5 light 3 heavy combo you can keep going into his heavy-light combo strings if you do a light attack after the elbow drop.

They added a addition to the hit box to one handed kamehameha mk2 when the first beam ends it does a knock away instead of just doing multiple hit for the second beam to land correctly now you have to time the second input

A trick to always land the second fase of One Handed Kamehameha Mk2 is to press the second time just after you see the enemy's health bar taking damage

Crazy how Adult Gohan is still better tho considering he gets useful moves like Masenko, Burst Rush, Ki Cannon, AND Backflip for some reason but also gets the same super soul as well as Tech Type A so he ends up with like 12 bars of stamina that come back in like 5 seconds if he gets stamina broken. He might unironically be god-tier with the likes of Cooler and Bardock now since he was already cracked but having access to a messed up safety blanket preset like that as well makes him one of the biggest threats in the game imo.
