DDR made things usually were made to last and of decent quality. (Within the limitations of the time - being bound to eastern block technology and never being allowed to exceed what the Soviets did). Even more so with products like this one here that were meant for public agencies.

Is that most likely a mike pack with talkback for someone who must be in contact with base.

It's a receiver, though, not a transmitter! It could be some kind of portable talkback receiver, or perhaps something to do with surveillance. Maybe someone at Crypto Museum would recognise it. I'd be interested to know what it's for.

Question? The answer is yes, the GDR manufacred semi conductors, ridiculous efforts were taken. Sometimes they had 98% rejection rates, high man hours, some decade behind the west, absolutely uneconomical, but there was a "we make it all" policy. All ended 1989. My parents worked in the Magnetbandfabrik Dessau.

Ils ont fabriqués quelques circuit logiques (TTL),mais c'était des copies de composants US qu'ils ont analysé,une copie de processeur a été tentée (6800 Intel) mais sans succès. Enormementude rejet,du a l'absence de salle blanche et du manque de matériel de fabrication.
