yes it is always negative but only if you consider upwards as positive. So, you should restate your statement that "g always acts downwards" because these are nothing just direction convention. If you consider downward to be positive, then g is always positive whether it is thrown up or down, because it is always towards downward direction. So it depends upon you whether you take up as positive or up as negative, accordingly the value of g becomes negative or positive.

Taking g always negative is also a big misconception. If one is adamant of taking it negative, it is necessary to take upward direction positive and downward as negative.

We are free to label any one direction as positive or negative but bound to take opposite sign for it's reverse direction. If a parachute reaching earth with downward velocity as positive ,his acceleration due to gravity will be positive. So taking g always negative is a misconception.

What if the origin is at the centre of earth and a ball is falling across a long tunnel across earth passing through its center. So we can not use this word always. Choosing any direction as positive or negative is arbitrary but once one direction is chosen as negative, the opposite direction to it is mandatory to be taken as positive. With respect to centre of earth, g will change the direction at the moment ball crosses the center of earth. So it is upto you to choose sign of direction in tunnel, according sign of g will be decided.
