using fake gov ID is already falling under Article 172 of Revised Penal Code but if it is a LTO license, that will fall in chapter 1 - article II section 31 of RA 4136.

Also, regarding the plate no., whenever I commute I always see about 60%-70% of motorcycles only have "Registered vehicle" as their plates and looking at thread of their tires it's probably been like that for around 1-3 years already.

If I were an apprehending mmda officer who happens to encounter someone who uses the age old alibi of "I'm just going there or just nearby" I will ask them to show me a clause in the law that says that they are exempted from wearing crash helmets, slippers or maybe even not needing a license. It should be, fake licenses are often used for criminal purposes because the license plate of the vehicle you're driving isn't actually tied to your identity, it pretty much makes the crime accessory untraceable. Filipino law is way behind the times.

It is more on how we will implement the law and to enforce discipline among our constituents. Filipinos are notorious on being "pasaway" every single time I watch this kind of videos. I think, someone on congress or senate shall discuss to reform existing laws specially on this kind of things. For example, making a merit system wherein you will have certain merits on your license and if you exceeded the amount, either your license will be suspended or ultimately revoked indefinitely as license is only a privilege not a right.

There's an impound notice that will be left with a nearby person of authority (police, enforcer, guard). If there's no nearby person of authority, the impound notice is taped to a nearby post or left under a rock, where the vehicle was parked. But to be honest, as soon as the person even gets close, there are many marites that will tell them what happened to their car or motorcycle. Plus the Barangay are aware of the clearing operation, because of the required coordination.

They even believe that as long as there is no “Oplan Sita”, officers are not allowed to apprehend them. They even complained why HPG patrol vehicles are apprehending helmet-less drivers inside the barrios.

They should read RA 10054, it's quite clear when it says "whether long or short drives, in any type of road and highway". But even without a law, they should care about their own safety. We've already seen viral videos of motorcycle riders crashing on smaller inner streets. That's how a lot of accidents happen, with riders or drivers becoming too confident because they're close to their home and they believe they know the streets very well. Even if you're the best rider in the world, you cannot control what other drivers, riders or pedestrians will do.

I still remember when nung nag pa license ako back in 2019. It was my first time doing government related stuff kaya I didn't know what to do. Muntik ako nabiktima nang mga fixer buti na lang kulang pera dala ko (enough lang for exams, test drive, etc.) . Dude at the beginning should've known from the start that 5k for license is way too much than taking a leave at work for a day. Iirc, 5k is about 85% of your bi weekly wage if salary is 15k. In New York, I believe the entire US, correct me if I'm wrong, only police officers are allowed to pull over or stop a moving violation due to the danger it poses (weapons)! Traffic enforcers are only allowed to direct traffic and ticket non moving viloation (parking). When MMDA or LTFRB are pulling over and or doing traffic stops, for the safety of their enforcers, they should have police officers with them.

I know a girl who has a license(can't confirm if its a fake or one made by a corrupt employee), was told not to drive, but to use only for ID purposes. I remember driving on Marcos Highway on our way to Urdaneta or coming from Urdaneta. First time I've driven on it in years. The highway was expanded, total of 4 lanes, 2 lanes in either direction. Those people giving warnings to riders not to proceed because there are MMDA or LTO or HPG present in the area should also be penalized because they are preventing them from doing their job. Many are even very proud that they are giving warnings to other people. I mean, how would they learn and how would they get legitimate licenses and driving lessons if they always slip away from apprehension.

That's what they don't think about.. If that rider with the 2 children was apprehended, he would have been penalized and hopefully would have understood that it's not safe to overload the motorcycle and have children riding without helmets. But instead, he was able to avoid apprehension and will probably continue to do the same thing every day. So if ever that rider crashes and the boys smash their head against the road, the person who warned them would have to think about whether his actions were right or not 🤷‍♂️

I think penalties are bit mild I mean there's just no end to these violations. Lawmakers should pass a law with harsher penalties for this violators that would really make them think twice on what they do on the road

Hindi nakapagtataka na maraming pasaway na mga driver...kaso do dumaan sa tamang proseso..dapat talaga dumaan muna sa driving lessons lalu na sa traffic /highway rules..

That's the thing.. they'll ride around without helmet or shoes and when an enforcers tries to flag them down, they'll just run away. If it's a single fixed-post enforcer, they might really escape. And the Supreme Court already issued a temporary restraining order against non-contact apprehensions, meaning the enforcer MUST catch the driver at the time of the violation. In this case, there's a big team during the operation, so it's not very easy for people to escape.
