The witch folk law is from the Slavic/European area. In Russia "he" is based around the boogeyman. There have been may similar references around the world. In England he was considered a hobgoblin. So the male/female reference is dependent on you point of view or world location . I don't think you can just nail it down to one one basis of interpretation.

You do know that Baba Yaga is a witch from Russian (or Slavic) folklore. So why is a man using a female callsign in this story?
