Noob question but what's allowing you to have aggression cards and Hard To Ignore?

It’s from the campaign set up. You can pick one event and upgrade from a different aspect.

Regarding Robert Kelly… Doesn’t he take the damage if an enemy attacks you undefended? I just started playing against Saber and using X-Men heroes

After he’s in your control? Right? When he’s in no one’s control, it’s just the 2 damage after step 1 of the villain phase? Thanks!
